With over fifteen years as an independent consultant, and a decade spent as Chief Statistician for a major healthcare research firm, Dr. Keller's expertise spans quality improvement and fraud, waste and abuse.    Annual TRICARE Quality and Safety Evaluations Management Report for Department of Defense for six years, including a training presented at the Colorado facility at the personal request of the Joint Chiefs of Staff

   Maryland, DC, Arizona, and/or USVI QIOs for 17 years

   New England, Mid-Atlantic, and/or Trans-Atlantic Renal Coalition ESRD Networks for 17 years

   WIC, ZPIC4 and MIC for fraud, waste, and abuse detection and prosecution in Medicare and Medicaid, with expert statistician witness testimony for Administrative Law Judge Hearings

   National Retiree Drug Subsidy Monitoring and Validation Project

   National Recovery Audit Contractor Validation Project

   National Better Quality Indicators Management Project

   Publicly recognized by CMS on a national call with Medicare Advantage plans as “a national resource” for all research methodologies for MCO quality improvement projects, and announced that CMS would accept his decisions on related matters
